Charities in Ohio Victimized by Gambling Event Planners

Many charitable organizations across the country use gambling tournaments to raise money. However, officials in Ohio say that many charitable organizations in their state are being taken for a ride by casino fundraiser organizers who, they say, make illegal profits off the events. In the state of Ohio, gambling tournaments are permitted to be held for charitable purposes only.

Gambling nights where players partake in everything from Texas Hold 'em to bingo to roulette are often held by not- for- profit institutes such as fraternal organizations, religious groups, and sporting associations. However, increasingly, these events are supplied and operated by third parties.

These gambling event operators often solicit the charities, with promises of casino nights that can net thousands of dollars without requiring a big effort on the part of the charity. The operators may also offer to promote the event through advertisements in the local media or on the internet.

However, in exchange for setting up the gambling event, operators take the bulk of the proceeds that are meant for charity. Hilliard Police Chief Rodney Garnett said that the gambling operators commonly "victimize" the charities, who are usually unaware of just how big the operators' take is.

This type of scheme can be incredibly lucrative, said Chief Garnett. "You run a four-day event with 20 tables at $50 a head. It probably adds up to, if you get a full field, from $80,000 to $90,000." Usually, only a small amount of the proceeds are given to their rightful beneficiaries.

Hilliard Police detective Dave Cunningham agreed with his Chief. "Theoretically, you can make up to $100,000 per event," Cunningham said. "But (the charity organizers) don't know who's handling the money. It's just Ma and Pa Kettle."

Last night, Hilliard City Council legislators introduced a bill that would prevent gambling organizers from using illegally using charities to turn a profit. The bill would require that a charitable organization apply for a permit to host a gambling event 30 days before the event.

The charitable organization would also have to provide detailed information to the police, including but not limited to the following: the name, address, and head of the charity as well as proof of tax- free status, a sworn statement regarding the destination of the tournament's proceeds, and a sworn statement that no one will be compensated for operating the game. Additionally, charitable organizations will have to provide the name and address of the owner of all gambling supplies and equipment used in the event.

Along with the new regulations, the Hilliard City Council will focus on educating the general public about the legality of different types of gambling. Their goal is to prevent, rather than to prosecute, illegal gambling.
